The GAD LLH is a certification program for LGUs developed through the Local GAD Resource Program (LGRP). LGUs seeking to adapt GAD innovations can learn from the GAD LLHs and get inspiration on how to infuse GAD in local governance and public service. The certification aims to institutionalize the sharing and replication of local experiences and showcase GAD-related innovations to enable the LGUs initiate and strengthen their gender mainstreaming efforts. There are at present 12 LGUs with GAD LLHs, with 22 total GAD LLHs. 5 pioneering LGUs, certified in 2015, composed of the Provinces of Aklan, Iloilo, and Quezon and the Cities of Davao and Naga (Batch 1). 7 more were certified in 2019 including the Provinces of Misamis Occidental, Palawan, and Pangasinan; the Cities of Baybay, Mabalacat, and Quezon; and the Municipality of Abra de Ilog (Batch 2).
The Provincial Government of Bulacan is currently running to become a possible GAD Local Learning Hub. Thus, on April 12-13, 2023, the Philippine Commission on Women conducted an on-site validation to verify the information included in the GAD LLH Profile Form and other documents provided by the Provincial Government of Bulacan. In addition to this, the results of the gender-responsive LGU assessment tool were validated. Interviews were conducted with project proponents and implementers, clients, beneficiaries, and stakeholders of the programs on Tulong Pang-Edukasyon Para sa Bulakenyo, GAD Monitoring and Evaluation Team (GMET), and Panlalawigang Komisyon ng mga kababaihan sa Bulacan (PKKB).
Ms. Antonia V. Constantino, the Provincial Administrator, and Ms. Cathy Inocencio, the program implementer, gave the presentation regarding the Tulong Pang-Edukasyon Para sa Bulakenyo. Ms. Analiza S. Ileto, the program implementer and chairperson of the GFPS-TWG, delivered the presentation for the GAD Monitoring and Evaluation Team (GMET), whereas Ms. Eva Fajardo, chairperson of the PKKB, delivered the presentation for the program on KPK.
July 2023 is when the validated findings are expected to be made public officially. Hence, the important programs of the PGB such as Tulong Pang-Edukasyon Para sa Bulakenyo, GAD Monitoring and Evaluation Team (GMET), and Panlalawigang Komisyon ng mga kababaihan sa Bulacan (PKKB) are certain to be approved as GAD LLHs soon.
