The Province of Bulacan joins the 18-Day Campaign to End Violence Against Women (VAW) with the conduct of a seminar on the Comprehensive Integrated Assistance for Gender-Based Violence (CIAGV) held last November 25, 2025. We thank our guest speaker, Ms. Sherryl B. Santos, Project Development Officer III from DSWD Regional Office III, for sharing her expertise and strengthening our collective commitment to protecting the rights, safety, and dignity of women and girls. The 4th Quarter Meeting of the GAD Focal Point System was held on November 18, 2025, at the Francisco Balagtas Hall, Hiyas ng Bulacan Convention Center, City of Malolos, Bulacan. The Joint 3rd Quarterly Meeting of GAD Focal Point System - Executive Committee and Technical Working Group was held last August 19, 2025 at the Francisco Balagtas Hall, Hiyas ng Bulacan Convention Center City of Malolos, Bulacan. Hon. Daniel R. Fernando Chairperson of GFPS, presided over the meeting.

Sectoral meeting was attended by the leaders, together with Arch. Norminda B. Calayag, Chairperson of the GFPS-TWG, to discuss the Institutional, Environmental, Economic, Health, and Social sectors for the GAD Agenda. The meeting was held at the PKKB Conference Room, Women and Family Center, City of Malolos, Bulacan last July 14, 2025.

The 2nd Quarter Meeting of the GAD Focal Point System – Technical Working Group was held on June 10, 2025, at the Francisco Balagtas Hall, Hiyas ng Bulacan Convention Center. Arch. Norminda B. Calayag, Chairperson of the GFPS-TWG, presided over the meeting. Mr. Jay Mark P. Chico discussed the following agenda items: the Output of the GAD Agenda, and the Review of Comments on the GAD Accomplishment Report and the GAD Plan and Budget.

Two-day seminar/workshop on the Formulation of Gender and Development (GAD) Agenda was held last March 25–26, 2025 at the Farmers Fisherfolks Training Center, Capitol Compound, City of Malolos, Bulacan, attended by members of the GAD Focal Point System Technical Working Group. The Joint 1st Quarter Meeting of GAD Focal Point System ExeCom and TWG cum Retooling on Gender Sensitivity and Capability building on GFPS Functionality Assessment Tool was held last March 18, 2025 at the Francisco Balagtas Hall, Hiyas ng Bulacan Convention Center. Hon. Daniel R. Fernando Chairperson of GFPS, presided over the meeting. Katherine G. Faustino, Project Development Officer III, gave an orientation on Gender Sensitivity, while Editha N. Macalino, Local Government Operations Officer III from DILG, discussed the GAD Functionality Assessment Tool.

The Philippine Commission on Women (PCW) certifies the Province of Bulacan as a Gender and Development Local Learning Hub from 2024-2027 for championing gender- responsive local governance through the establishment of GAD mechanisms, strengthening partnership with women’s organizations and mainstreaming gender perspective in programs addressing the needs of the marginalized groups. Provincial Administrator Antonette V. Constantino, representative from the Office of the Governor Daniel Ramirez Fernando, together with Program Implementers received the GAD LLH marker during the 2nd GAD Local Learning Hub Assembly held last April 17-19, 2024 at Sequoia Hotel Manila Bay.
